Issue Details
Growing the number of advocates under ATDP is difficult in Townsville due to the paucity of mentors and effective on-site training.
Likely Cause of the Issue
Insufficient courses were conducted, which is understood to be a consequence of an inability to assemble sufficient trainees to warrant the cost of bringing instruction to Townsville.
Possible Solution
Create an effective Community of Practice to leverage the ability to marshal sufficient trainees to get training brought to Townsville.
